Windows Vista Time is Military time, how to i get it to read standard time?

I am running windows Vista 32 bit, Everything runs fine except the TIME in the task bar is always in Military Time. I have gone through the date and time settings from the clock and the control panel and cannot find any options to change this to standard time. I understand military time, but really, just do not want to deal with it and I['d rather have the Standard time showing. Any suggestions? there wouldn;t be a patch would there?
