Actual AS grades, or prediction grades from teachers; which ones get priority?

I underperformed in my AS level and achieved ABB, now will the prediction from the teachers of AAA really matter when the selectors from Oxbridge decide to call for interviews?

Now if itz the actual grades that they look for, what if i tell them i'm gonna retake some of the modules and pretty sure about achieving As in the ones I got Bs, and also sure about As in A2 along with another full A level(6 modules)? So in total, 4 subjects.

When do they decide about the offers? is it before the A2 exam results come out or after that?
