iPhone 4GB help with unlocking and such....?

So I'm going to buy an iPhone 4 gb from someone I met on here, and he says he'll unlock it on 1.1.4, but I don't want 1.1.4, i want the 2.0.0 update b/c I have an itouch and i was going to sell it until i got the upgrade to 2.0.0. Anyway, could I buy it from him locked and save x dollars, than unlock it on 2.0.0? I really don't want installer if that matters.

Also, is http://www.slightlyusediphones.com/ a legit site? I've email the owner, but idk if he's trustworthy. Plus he won't take paypal...
