Will a High Definition lead improve the picture from a normal DVD player to a HD TV?

good leads always help, however i wouldnt advice youto spend your money over a good lead and start saving on a blue-ray player,
the dvd can hold 7GB max while a bluray dual layers can hold 50GB max, which means that DVDs will be dead within a year
 
Better leads always help, but yes you will need an HD DVD player, even though they have been discontinued now in favour of BlueRay. Or at the very least an upscale DVD player which will improve playback. Plus HD/BlueRay discs.
 
NO std def DVD's will remain standard Def.

to get HD video you need a HD video player (called Blu-ray now)

You only get the output of the lowest quality part in the system.

putting a colour signal int a B&W TV only displays B&W is a good analogy
