Under those very strict conditions, it's possible, but most likely would not be healthy. It would be healthier to eat several small meals throughout the day, rather than trying to go 15 hours at a time without food. Eating more often boosts your metabolism, whereas avoiding food slows your metabolism. And if you're running that often, your body needs the steady energy.
Weight loss is a pretty simple concept: burn more calories than you consume.
One could follow your plan and *gain* weight if they were consuming large amounts of high calorie food before 3pm. There's no good reason to stop eating that early in the day as long as you figure out what a reasonable caloric intake is for you and spread it out over the course of the day.
Thirty pounds in six weeks is really not a reasonable goal. Losing weight that fast is pretty much a recipe for gaining it all back and then some. Six months is more reasonable (five pounds a month is healthy weight loss.)
i think it might be quite possible, if you are 30lbs over weight. Also it would probably depend on how much you ran. I think it still would be ok to eat after 3pm.
you'd be anorexic looking, because meat and animal products contribute so much fat in your diet that you'd lose weight anyway.
try Vegan Outreach's 'Guide To Cruelty Free Eating'. if you're not happy with those results, cut out processed foods and other high fat products.
since you're going to be running, make sureyou get lots of carbs
maybe but you'd also risk seriously hurting yourself. loosing 30lbs in 6 weeks is not that hard if you make sure you eat a moderate amount of calories and ran those 4 days a week. you need to eat past 3pm or your body won't function properly at night, unless you go to sleep at like 7. also , adding on to the calories and running; most people burn up all of the calories their body can afford to loose in 30 to 45 minutes of running, so afterwards their body starts using the stored fat for energy. that is when you are loosing the most weight; so if you can push yourself to keep running for about an hour, you should loose at least 30 pounds in 6 weeks.
you can't stop eating at 3pm. thats very unhealthy. you need to consume some calories about an hour before you go to bed if you are planning on starting your run before 11am the next day. however, dont assume that if you eat very few calories you will start burning up fat quicker. you will but you could also really hurt yourself and risk passing out or even stroking.

it is possible you may also end up in the hospital. You should lose 2-3 per week.
Try the fruit diet. eat nothing but fruit drink nothing but water. Allot of water. Don't eat after 6. Eat three meals a day about a handful for breakfast, two for lunch and three for dinner. Dont miss meals because your body takes it as a false alarm to store fat. you can have three snacks a day before lunch, after lunch, and after dinner but nothing bigger than half a handful.
im using handful's as measurements because well, There about 1/3 a cup.
I think you would be malnourished and ready to collapse from exhaustion. After a couple of weeks you'd be too tired to run.
Contrary to what you believe (and what some "experts" tell you), a vegan diet is unhealthy and unnatural. If you wanted to lose weight quickly, you'd be better off with a low to no carb diet like Atkins, South Beach or the Paleolithic diet.
Your body needs saturated animal fat for a variety of reasons. So eat your eggs and do not trim the fat from your meat. Eat veggies and some fruit. What your body doesn't need is processed grains, beans and sugar, so no white bread and no sugar at all.
