1 laptop XP2, 1 apple iMac both can connect to the internet: one windows XP2 cannot

For some reason since I password protected our wireless system the Windows desktop will not connect.
I use an Apple Airport Express with a D-Linnk router and Belkin Network card inside the Win Desktop.
I get a 169 address when I use ipconfig/all in command prompt window.
pinging the 192 address gives no response.

So is this likely to be a software problem or a hardware one?
Thanks for any help.
Hubby is nagging me to get him on the internet as he doesn't like using my iMac (strange person) but good for me.:)
