mercruiser tilt trim won't trim up, what is the problem?

The problem I am having is I can't get the lower drive/prop to tilt trim up, I don't get any hydraulic power when I hit my "up tilt" on my control. I do hear power when I hit "down tilt".

The boat is a 1994 Sea Ray BR200. I've also noticed a clear liquid leaking around where the hydraulic reservoir is located, but the reservoir is full.

The valve is stuck or the solenoid dead
