Why are cars not installed with speed limiters?

buses are fitted with speed limiters (Not sure of the name of this device, (tachometer?) to stop them from going too fast. A lot of people are fined for driving too fast. Surely a lot of money would be saved if the cars were fitted with the devices, and it would be a good safety measure too. Most cars can go up to 120 MPH/200 KPH.
The average driver would have no need to go so fast.
 
a lot of cars have speed regulators that actually shut the car off most are around 100 mph. and that is reasonable considering speed needed for passing. texas freee way limit is like 75mph so passing someone safley you would need to go like 85-90. and a lot of speeders speed in like 25 mph zones doing 35 for example. you cant limit a car that slow because of freewayu driving
 
You know I have no idea, but all I will say is that the government makes a fortune every year from speeding tickets and so would not be in a hurry to eliminate this source of revenue.
