I'm not sure what it is, my only guess would be soda syrup. Since she's a longhair cat, anything I can do to help?

give her a bath, you can buy cat shampoo, at a pet store or walmart or something.

I'd brush her tail for a bit, if it doesn't help just wash it (her tail) with a bit of cat shampoo and warm water.
