I pick C. It's the one that does not include racial & ethnic issues.

Parks & recreation usage (how many visitors the Gateway Arch in St. Louis can expect in a given year, for instance) depends on numbers of population. How many people are born, how many died, how many immigrated.

Secondly, retirees travel more, so the health of retirees can affect the number of visitors.

Race & ethnicity is one statistic that really has nothing to do with how many people show up to ride the tram to the top of the arch.
