go to walmart they have a 10 gallon tank kit with everything you need except rocks and fish but it costs 35$ your budget is too low fish them selfs cost at least $5 or more
clean your tank i would say every month do a 50percent water change, change the filter every 2 to 4 weeks, try getting some barbs their great for small tanks, but i would go to walmart if i was you they have everything you need for cheap, and i would get an algae eater to reduce the growth of algae.
test your PH levels every week to make sure your fish dont die and if your pH levels are too high or low get some pH correction tablets also available at walmart.
you dont need a light but as i said it comes with the kit and fish like a little light here and there. if i where you i would wait a little longer to get more money and do some research on what fish you want not all fish can go together. and ask your petshop person for some tips on keeping a healthy aquarium
