Was it working before you switched ISP's? This doesn't sound like an issue with your ISP. Also you don't give enough details. Is this a problem with certain websites. Certain types of video's. etc...
did you try to get flash player from the flash player website.and if you are using dail-up internet service then that happen often because of other people trying to call you it causes u to disconnect.otherwise i suggest u to get firefox.
