I'm getting a new phone, but I was also thinking about getting the LG Shine. My phone provider is At&t. 
Is the Motorola Razr V8 compatible with At&t?

Yes the V8 is compatible with AT&T, but it will need to be unlocked for you to be able to use with AT&T as it is a T-Mobile branded phone.
