Calvin Coolidge. Although he had assumed the Presidency after the death of Warren G. Harding and had been elected President in his own right in the election of 1924, he announced he would not run for re-election in the election of 1928. As a result the first man to never hold any other elective office and not be a retired military officer was elected President: Herbert Clark Hoover.
