Judging by the movies that come out now and such- they're probably letting anyone that can say 'Background, Sound, action!', 'Cut', and 'once more with feeling' make a movie now a days.
The movie business is not like congress or a roller coaster, you don't have to be 25 to run, and you don't have to be |=====| this tall to ride. It does take schooling, experience and wisdom to make a movie.
I don't think there's any official minimum age, but very young people usually don't have access to the kind of money it takes to make a major Hollywood release. Probably the youngest people to make a hugely successful movie were the makers of "The Blair Witch Project", who conceived the idea while in film school. Of course they did it on a very small budget and it worked because the hand-held camcorder perpspective became the movie's main gimmick.
