his temperature is 10 degrees below normal...?

he's three weeks old and he's a border collie. We dont have a name for him yet so im just calling him "he". I cant explain really whats going on, i just know what my parents have told me. said he was stiff and jerks and his head falls over...and he has no energy to eat, were giving him water with a dropper and he sleeping right now... they dont seem to think that he's gonna make him...the doctor said it could be neurological and he gave it a steroid shot...what can i dooo?? all the other puppies are doing fine...theres 6 others! were keeping a close eye one them! he just lays there and wimpers and falls back to sleep..and when he's awake he just kicks his little legs acting like he's trying to run in air!
