How are people supposed to take issues seriously if the politicians of the world cannot reach agreement amongst themselves.

They're confused, therefore we're confused.

No wonder people can't be sure whether this is a serious issue or not

As we are led - we follow and tend to imitate.

If they don't agree that puts the issue off for another year.

Politicians do not set the agenda, it is the newspapers and other media who decide what the important issues are.
In the 21st century politicians react to situations rather than create or rectify them, and the public has a very short memory.
