I saw it out on the drink last night, was in a bad way. I'm guessing it has taken an alka seltzer for it's headache.

If its an old ps2 then it has dust in the hard drive, you must blow it out. If it dosent work take it for repair, it will cost around 10 dollars, their is a 50% chance it will work again. It happened to me, i payed the guy he couldnt fix it, he kept the money (i felt bad taking the money, he tried hard) do i went to buy a PS3

If the fizzing seems more of a (Crackle) Then it could be that the framework has slowly worn away,
This could be caused by moving it around alot, unplugging, Then plugging in again, It's quite common,
The sound that you hear will be the Electricity bouncing from the two electrical conductors back and forth because the connection doesn't meet, This would mean that their was not enough power in order to run the console.
This problem can be resolved by buying a brand new 250W cable.

Can be found in any gaming or hardware shop for around £4-£19
