I'm trying to find a deadbeat who is difficult to locate. he probably has a job, maybe a cellphone but no utilities and no property. He doesn't use the internet much so he doesn't belong to any social networks. I have searched criminal records only to come up with the address I already have. I'm not willing to pay a search database that will only give me info I already have.
