theres nothing you can do. dsl is notoriously slower than cable (although potentially much better, but we cant reach that for a few decades lol) unfortuantly there isnt much you can do if cable based service isnt offered in your area. (DONT GET COMCAST THOUGH FOR THE LOVE OF GOD) my suggest is call at&t and talk to thema bout redistributing your bandwidth to download oriented. although this doesnt change the speed of your internet it can appear to be faster for things like streaming and playing online games. this however will be a major detriment for somethings like playing games like WOW that are isntalled on your computer and then played online.

The internet is made up of a huge number of routers, servers, cables etc. The speed of your internet access can be affected by any of these. Your ISP may provide 8Mbps or 54Mbps, but this is only as far as their access point to the internet. If the site you are visiting is popular, or lots of people are online, your connection to sites may well still be slow. If only a few sites you visit are slow, the problem could be with those sites; if every site is slow, then the problem is probably with your connection.Troubleshooting a slow connection can be a drawn out problem. Changing your ISP may help, but to be honest, your problem is more likely with your PC settings, or the wiring/cables in your house.
If ur internet is slow, U should scan ur computer for viruses & spyware using suitable programs. If u still experience the same problem I would advise you to delete the computer after backing it up,& then installing a new copy of Windows. if ur problem is with programs running slowly- I can advise u to download this software, which can extremely help- CCleaner.
    Download CCleaner 4.14.4707 - FileHippo.com

Also, try using the speed tester to measure your speed at ScanMySpeed.com different times during the day and see if the problem is always present (again, makes it more likely your connection/settings) or if it comes and goes.
