Well, the most effective sites would be your local Better Business Bureau (www.bbb.org).

You may also want to check with your state's consumer affairs department, or state business regulator.

If you just want to vent, many people use Epinions for just that purpose (www.epinions.com). Even though it is supposed to be a product review site, most just use it as a complaint blog. I'm sure there are other sites as well.
