Virginia, Kentucky, or Georgia? For me--

RATHER:
1. Texas...by a longshot, friendliest place I've ever been to, a large and diverse state worth living in, love the state (or national, lol) pride, cleanliness, and well-kept highways.
2. Georgia, I LOVE metro ATL! Beautiful country and prettiest women I've ever seen (gotta love Georgia peaches!) Met very friendly folks in GA, too.
3. Mississippi: Oxford, metro Jackson, Hattiesburg, and the Gulf Coast are all very nice and safe regions. MS is a very charming, friendly state.
4. North Carolina: mountains, piedmont, beaches, Charlotte, Raleigh, Asheville, the state is a happenin' place. Most NC'ians I've met have been nice.

RATHER NOT:
1. West Virginia: can you say "dueling banjos?" Seriously, I'm sure there are nice people there, but most of them are weeeeird.
2. Kentucky: rednecks, people can be snooty (especially central and southeast Ky.,) most women aren't very pretty, lousy job market, I hate Lexington!
