...to track it down? What if? someone finds it, does a hard restore, removes my sim and simply uses it for internet through wifi and camera and stuff. Is it possible to track it even if that person never makes a call from it? Someone told me NO and it is hitting me hard

Yes, they can If they use it,they can track down the customer account.Report it stolen or lost to the police or T-mobile.
