No not exactly, I do not know what the program is. Ill give you an example..programs like aircrack, airdump, etc that are used to crack WPA/WEP encrypted wireless networks...is not illegal...but it is used for network purposes. But when you start using it for the wrong purposes, it is illegal and it is a crime, where you can be sentenced to jail.

If it was illegal to download, then their website would get shut down and they would be in jail. Limewire is not illegal either. Its only illegal to download certain things with these programs.
