In Vista how do I copy a program from an Administrator account to a user account?

I purchased Final Draft 7 and have Windows Vista. The program had to be installed on an adminatrator account. The program works on the administrator accound where it was installed. However, I cannot find a way to let a normal user access the program. How do I let a normal user access the software?

I went to PROPERTIES on the administrator program and the SECURITY thing did not help.

The user account doesnt even show a link or anything for it.
