    "Right On Red Arrow After Stop" traffic sign meaning?

    Hello, I was wondering if the "Right On Red Arrow After Stop" traffic sign forced you to turn right (if it is safe) during a red light.

    I ask this because I took my driving test and well waited for the light to turn green (a minute or so with people behind me) and did not turn right (i sorta stared at the light and spaced out) until the tester pointed out the sign.
    He then failed me for disrespecting traffic signs.

    I have been looking up this sign on internet but found nothing and was wondering if anyone else have answers.
    I live in the state of California

    Right on red means that you can turn right if traffics clear. I don't think it "forces" you to turn. Only old people and retards sit there and wait for it to turn green. It also pisses off everyone behind you.
