!!!That movie with !the big flag and the army general guy! giving a speech!!!!?

i don't know what movie this is from.probably because i haven't seen it but ive seen it parodied many times.its like this really huge american flag and there is an army general guy who walks from off screen onto the front stage and is giving a speech.and like everytime i see a parody of it it has the same music.its like this echoey trumpet or something.like it plays two notes and it just echoes for a minute than does the same thing.

i hope that wasnt too much of a ramble and someone knows waht movie i mean.
