How will bottlenecking my GPU effect my gameplay?

First off my specs:

Ram: 2 x 2gb ddr2

Current GPU: EVGA 9800gt

CPU: e8400 dual core processor

Resolution: 1400x900 (vga cable)



So I'll start off by saying, I am a newbie with computers, and all the knowledge I have about computer is purely from the past 3 weeks of googling stuff, and stuff I picked up from friends.

Alright, so a few weeks back my GPU died, but it's an old computer so I wasn't really surprised.

I was looking at GPU's on newegg and I found the best I can get for my price range is a Radeon 7790 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814127726 )

I realize that my cpu will definitely bottleneck that card, but I'm curious of the effects it will have in games. For example, let's say I play GTA 4, which is from what I hear, a CPU intensive game. Will I just have considerably lower frames, or will textures not load in properly?

Also if I were to play with a CPU such as an AMD Athlon X4 750K Trinity Quad-Core and get 60 FPS at certain settings, what FPS would I get on the same settings but with the dual core CPU?
