Android Google Play app refund delayed/not working?

So i bought two apps that I didn't particularly enjoy about 5 minutes ago. Within the 15 minute grace period, I refunded both apps and it said it was a success. However, now when I go to buy another app, it says my Google Play credit has not changed (from $25 to $18). I have a $25 Google Play gift card that I purchased these apps with.
