Screen on, motorola "M" on screen, but it will not charge or turn on.?

The screen will turn on up until the motorola "M" is on the screen, which is what usually happens before turning on. Then it usually goes into the red loading screen circle thing and starts up, but it just stays in the "M" stage.

My phone was turning on normally before this. No problems. This just came out of no where.
I've tried taking the battery out repeatedly and trying again. One time it started randomly but then it shut off while i was at work and now i cant start it again.

Any suggestions?
Cant take it to verizon cuz there is no warranty and my upgrade isnt until april. If i cant get this to work im stuck buying a phone off amazon or soemthing
And itll charge randomly, but not consistantly
