ok, i finally made a paypal account...say i make a deal and someone buys something off me for $15...my account is not hooked up to a bank account...then i want to go buy something for $10 can i buy it with the $15 even though im not hooked up to a bank account?

Actually you can't. You need to have a linked bank account to make purchases, and send money.
 
IM PRETTY SURE NO. IF YOU DONT HAVE A BANK ACCOUNT AND SOMEONE SENDS YOU MONEY, IT WILL JUST ACCUMULATE AS YOUR PAYPAL BALANCE. AT LEAST FOR ME

You thought wrong. If you can gets funds into your account by let's say selling something on ebay, then you can then use those funds with out having a bank account.
