Can I play blue ray DVDs on the MacBook Pro?

Not if it doesn't allready have a blueray disc player. The cheap option would be to get a portable blueray player with a usb output.

Not without a Blu Ray drive. iOs doesn't matter, if you don't have the hardware, the operating system doesn't matter in the least. BTW, calling a Blu Ray disc a "Blu Ray DVD" makes about as much sense as calling a DVD a "DVD CD". Blu Ray discs are not DVD's. Blu ray discs are a completely different product.
