Has anyone successfully used quick set concrete outdoors?

We followed package directions exactly, had a primed surfaced (etched with acid) and added some powder that slowed down the drying process. It still cracked and feels unstable under my feet. I want to lay ceramic tile over the top, but not if my surface is not stable.

Quick set grout used to anchor tile indoors always worked fine for me outdoors. I've put up thin stone veneer with it. The surface needs to be pretty level or it might be difficult.
