Is there a sure way to remove any substance from your exterior car paint?

I'm looking at buying a used Honda Civic, but there is something on the paint that the owner doesn't know or can't identify.. He said it was a glue of some sort.. But because of that he has it listed fairly cheap and I was wondering if there was a sure way to remove substances off of the paint without having to fork over tons of money. Because if I can get the car for a good price I wouldn't mind spending some money and personal labor to remove whatever is on the paint..

There is no "sure fire" way of removing an unknown substance from paint without damaging the paint.
