Does dish internet or dish network thorttle you?

I live in an urban area and im in san diego but my house is really old so we cant have cable internet or TV without paying a bunch of money for a trench. So we have dish internet. My lil brother games on his ps3 on here and its to laggy to play COD but its enough for Gran terismo 5 so he plays that ALOT. Now im trying to download some DLC cuz i bought The last of us survivial edition and one of the files is like 137 MB and its telling me this needs 160 min to download and its been downloading after like 30 min and its 15%. It feels like its going like .05 mbps and normally with something like comcast it would have been down in like 10 min at most. So i was wondering after a certian data limit do you get slowed down.
