    I can see where you might be confused as you are making references to systems we don't have here in the united kingdom. the internet address you have supplied is a typical british one.
    so confusion would be how to and what to do.
    well the network areas systems used with one central dish have issues when some are messed with. other people messing with the cable when they are not supposed to.
    so yes cable is very much the same issue down and outages are common with such systems.
    so what is the answer there are now issues caused by weather when it rains the terrestrial systems suffer from rain and snow blocking signals.
    so that is an issue the same is true of earth to satellite systems where signals are received on a home dish. some are contracted systems and some are free systems.
    it is case of getting all installed and then using it.
    so generally most use a monthly contract and pay for a better service with the exception that when heavy rainfall or snow fall occurs signals are lost.this can be terrestrial or satellite use .
