It's a horribly written law that would allow states to tax purchases of internet providers like Amazon, Ebay, and so on. Furthermore, due to the very poorly written form, it would allow for states to greatly abuse the law against the citizens.
Realistically, what are the chances it will be passed?

I also don't get their claim that this protects small businesses. If "small" brick and mortar businesses' business model is so poor that their failing to compete with major retailers, then they deserve to go out of business.
