why cant i start my new packard bell laptop?

when i switch on my packard bell laptop ,it says its 'initiating repair ' then screen goes white ,then it goes back to saying 'initiating repair , this goes on again and again, i can never use it , i bought it 3 weeks ago ,it worked for a week , but not since ,it cost £ 300 from tesco

White Screen is most likely a hardware problem. Return it. It means the Video Signal is missing.
