I bought a dvd from ebay, but it it end being pirate. I didn't read the description, can i report the seller to Ebay and get my money back?

Absolutely. In fact, you can also report the seller for copyright infringement, trademark infringement, and counterfeiting goods.

Yes. It's illegal to sell pirated DVDs on eBay. It falls under counterfeit/fake items. You should report the seller. You should also open a case in the Resolution Center to get your money back.
