Help A disk read error occurred. Press CTRL-ALT-DEL to restart?

After 3 years of not using a self built computer i have experienced a strange bug "A disk read error occurred. Press CTRL-ALT-DEL to restart" , the computer is running Windows xp i have no idea what has caused the issue please help

Thanks got it to half work by blowing the sata lead, now it crashes when the windows xp logo appears :/, any help with that?

Okay its being annoying again, and stopped working :/
Now the computer is not turning on all together.

Insert the Windows disk and boot* from it.
If that doesn't work...

A clean installation consists of removing all data from your hard disk by reformatting your hard disk and reinstalling the operating system and programs to an empty (clean) hard disk.

* To boot from your CD/DVD, the BIOS settings on your computer must be configured to do this. On start up keep tapping either F1, F2, F10,(Be Aware that some manufacturers use F10 for system recovery!) Esc, or Del, to enter the BIOS set-up. Look for "Drive configuration", "Boot order" or similar and make the CD/DVD drive the first boot device and the hard drive second. Save settings and exit.

Insert the disk into your CD/DVD drive, and then restart your computer.
When you see the "Press any key to boot from CD" message, press a key to start the computer from the CD/DVD.

Follow the instructions on the screen to select and format (NTFS) a partition where you want to install Windows.

Follow the instructions on the screen to complete the Windows Setup.

Get some Anti-Virus protection, activate and update Windows!

Is the Hard drive being recognized in the bios? Your offering very little information to accurately diagnose what the issue is. Go into your bios, it varies between computers on how to get the bios to come up, some Pc's you have to press delete, on bootup, some f1. See if the bios is detecting your hard drive. If there is no hard drive being detected by the bios you have a hardware issue (bad hard drive or wrong bios settings for the hard drive you have). If the bios is showing the hard drive a rescue cd may be able to scan your hard drive for virus's and or malware that could be preventing you from getting into windows. I recommend you get on another Pc and download/burn a AVG rescue CD, set the PC bios boot order to boot into cd before hard drive, and update definitions- then scan.
