My dog (begal) randomly keeps whining and breathing hard, I let her out to go to the bathroom, she got water went pody and came back in. I put her back in her kennel and she started breathing really hard. So I put her in my bed with me, she won't stop breathing hard and keeps sitting up to pant. The whining has mostly stopped but I don't know why she is breathing and panting hard and what to do, she is not pregnat and has never had health issues. Is she having a sezuire? Is she scared? What's happening?

It could be a number of different things, serious or not she needs a vet check, better safe then sorry.

Your dog is not having a seizure. You would know if she was. Her entire body would be trembling.
She could have separation anxiety. Try to keep her with you often.
Make sure she is not dehydrated and is actually drinking the water.
She also could be pregnant...

Bring her to the vet. That's the best thing you can do.

panting and hard breathing are indications of several things including being over heated, anxious, stressed, or in pain.
