Why are Tourists charged a departure tax?

Without Tourism, many countries and small Island communities would collapse; but instead of looking after the Tourist and encouraging more to visit, they place obstacles which are annoying to the visitor. The departure tax could have been spent in the airport shops or other shops which benefits the Islanders immediately. What is your view, please share your experience as a Tourist.
