...marketplace for apps? okay i have a few questions

1. If a device is powered by android, does that mean it includes an Android marketplace for apps??

2. Does the Maylong M-250 7" Universal Tablet PC comes with an Android marketplace? (the tablet Features Android 2.2 Operating System) and if it does come with an android marketplace, does it includes all the apps that a normal android marketplace would include like on a phone?
