Nicotine content on cigarettes?

You know when the label on the cigarettes packet says, for example:
"10mg Tar
0.9mg Nicotine
10mg Carbon
Monoxide"

Is that per cigarette or gram? or...?
 
It's supposed to be per cigarette.

However, those are the numbers that you get when you burn the whole cigarette, and not what the smoker actually takes in, even if they keep the cigarette in their lips constantly. So, it's a maximum. Also, when one breathes the smoke out, much of the tar, nicotine and the other 999 substances that come from burning tobacco goes out as well.

Not that I'm saying the medics are wrong in suggesting that people should not smoke, but I have my doubts about their statistics.
