Why is there always so many rookies playing for the Buffalo Sabres?

It seems like most teams have lots of veterans but whenever Buffalo needs a player they look in the AHL and never the free agency or trade.

Small market teams tend to do that a lot I notice. They build high upside players in the minors or across the Atlantic even then pay them a lower salary hoping their experience will make up for lack of talent.
