I would recommend a google account if you buy any android phone. It gives you access to google services such as the android market. It only needs Internet when you are using a google service. It is free of charge unless you wish to purchase something, prices are clearly listed and it is extremely difficult to accidentally purchase something.

In the box there is a charger, micro USB to USB cable (for transferring stuff to and from your computer), in-ear headphones along with a user Manual and documentation.
