Unlocking Rogers Blackberry 9700 to work with Telus......**?

I was given a blackberry bold 9700 locked to rogers from my cousin but I have a contract with Telus. I went to the mall to get it unlocked at a kiosk and the guy told me it was possible and it would cost $35. Then, i did some research and some people have said to "call your service provider and some times they may unlock it for you, depending on your situation".

Do I call Rogers or Telus? I'm confused haha
