Pug Whines When He Can't Meet a Dog?

He gets very excited when he sees dogs while we're outside. This is normal, and I can even understand when we can't meet the dog and he whines from not being able to meet them.

But, even when a dog is literally growling, barking, and their fur is sticking up, wanting to tear him apart... he still whines when he sees the dog walking away.

He just loves everyone. I'm not sure if this behavior is okay or not, and how I should deal with it. o:

Is it alright for me to just let him continue moping when he can't meet a dog?

It would be better to redirect his attention to something else. Does he have a favorite squeaky toy or something that he really values? You could bring that toy with you on your walks and if you come across this same situation, get it out of your pocket and squeak it a little to get his attention. It has to be his very favorite thing that he loves to play with.

My black Pomeranian will bark some times when he can`t meet a Dog, and people associate that as aggression when he`s not mean, just frustrated!

Our pug does that too, she thinks that everyone and everything has shown up to see her. I dont know if that is a trait of pugs. I usually just ignore it and she will eventually go to the next thing.
