The phrase was popularized by The Diplomats, a rap group, along with the generally homophobic (and I'll admit it) nature of the mainstream rap industry. The word is actually from East Harlem, and was popular in the 90's among guys (surprise, surprise).
@Bazinga: Nah, that's just how localized slang works. Nobody outside of Pittsburg (which pretty much has its own language) calls sprinkles "jimmies", but if someone on TV started saying "jimmies" and it caught on, more people would start repeating it. The guy who repeated it didn't start it, he just spread the word. Likewise for Lil Wayne.
