Why aren't my alt-codes working?

I can't find a (working) solution online.

When I hold alt press the number 3 for example, and let go of alt nothing shows up.
I double checked that num lock was on and I can't find the "troubleshooting" in the keyboard panel in the Control Panel, as another question said.

I tried rebooting my computer and tried in a note-pad as well as my browser.
Could someone please help?

Are you using the number pad on the right side of your keyboard?

This little trick doesn't work with the numbers that are laid out horizontally at the top of your keyboard.

Possibilities:
1. your alt button is defective.
2. pressing alt+3 really does nothing.

Try alt+f4 if it can close a window...
